You can also try Sulo Hotel, it's near the government offices but standards would be 3-4 star.
You might probably want to stay clear of motels, motels posing as hotels or establishments that look like motels (Sogo Hotel, Eurotel, etc.).
Pension houses are not common in Quezon City but there are a lot of Apartells/Inns, especially if you will be staying for a week or more.
Aside from the Katipunan Area and Loyola Heights, you can also try Philcoa near UP Diliman. It has boarding houses, and rooms for rents, if you will be staying longer. Prices are low since these areas are mostly for students (studying in UP Diliman, Ateneo, Miriam).

Sulo Hotel is not so expensive. Quezon City is not known for its hotels so they're not very expensive but make sure you go for inexpensive hotels, not "quickie" motels posing as hotels. Katipunan Avenue has a lot of condominiums for students so it's cheaper but basically anyone could rent a place. I think you can get a condominium for as low as Php10,000 (around $200+). What exactly is a pension house? It might be good to give other details about the place you need to give people answering your question a better idea.

where in quezon city?anywhere as long as in quezon city?as for your information,quezon city is a big place,much bigger than metro manila which is the capital of the philippines.i could recommend sogo hotel in cubao,quezon city.its a 2 star hotel wherein u pay only around $10 per night,ordinary room.they have other rooms from $20 up.theres also a lot of apartelles and pension houses in that area much cheaper but i just cant remember the names since i havent been home to philippines in a while.if u go there,try to stay in a hotel first and get a yellow page or directories and find another hotel and call them for their rates.a lot of apartelles and hotels just cant advertise on the net yet.goodluck..
