When hiring people for contract work and having them fill out a W-9....How do you verify that the Tax I.D. number is valid ???

If the SS Card looks fake, how do I verify if in fact it is a fake?

If the person is "working"they should have a SS number. If that number is presented on a SS Card that does not look authentic you could call the IRS or INS. The W-9 is required but that could take some time to process and the information they provide could be correct but just not for the person who you are about to hire. I would ask for state driver's license and SS card and photo copy both of those. Getting the picture to match fake information is more difficult and seems to slow down some fraud efforts. The big problem is that most people that you talk to in Federal agencies just don't care as long as you collect the withholding. Get the name and ID number for any one that you talk to and put that in the same file with your copy of the W-9 and other employment data.

The link below is the best I could find. It looks like it verifies the name/SSN pair are valid. I don't know if it is possible to verify that the person you are hiring is actually the owner of the number.

When hiring people, they won't have a Tax-ID number, they'll have social security numbers. Tax-ID numbers are for businesses. In order to check a person's social security number, ask to see their social security card.
