go to a store that sells fabric and look for some thing that catches your eye and cover a wall or a section of a wall with it. You can hang it with thumbtacks (on the inside). Paint the other walls to coordinate if you want.
Rearrange your furniture-even putting pieces at an angle will make a difference.

you may not be able to paint if you're in an apartment of something...
in my first apartment, i decorated with seashells - you can get bags of them for next to nothing. then i went to the dollar store and got all kinds of different shaped glass jars to fill up and put all over the place. for the walls, i used cheapo collage picture frames and glued some small shells to them. i hung large shells around them on the walls to fill up space. it was sooooo adorable...
also use lots of candles, they are so cheap, smell nice and add ambience. ditto for live plants!
don't forget about dollar stores, thrift stores and ebay - you can find some real bargains. if you want new stuff, learn where the clearance aisles are at your home stores, your department stores, etc. make them your first stop every time you visit the store!

Go to your local dollar store. They have some really cute home decor for CHEAP! It's not like the clothes there where they don't last through the first wash. They have cute curtains, nic nacs, wooden collectible chests, etc....
