Kissing is just like one kiss and then making out is a whole another story. So yeah theres a difference between these two things!

Kissing could mean anything from pecking your gran on the cheek to snogging your girlfriend.
Making out is more specific. It's an open mouthed on the lips kiss, with tongue, and usually some touching (ie fondling the breasts or bum) as well.

Kissing = Quick, maybe pecks on the lips, cheak, face. Or a french kis for only a few seconds.
Making out= Hot and lasts forever, usaully leads to some other stuff. (Sometimes it doesn't though.) Oh and of coure with tonge.
