Go to eBay and look for older models that are discontinued, but are still great cameras. You can find some that were very pricey when first released, but are affordable used or refurbished. People sometimes also sell them bundled with accessories.
I just read that you've already checked eBay. Try overstock.com, maybe.

Unfortunately, for the most part, eBay will end up being the cheapest place you can find anywhere. If you're in Canada, I know that places like Blacks Photography price match for up to 60 days against any other camera retailer in Canada, but... I'm not sure how much help that is to you if you live in the U.S. But yeah eBay is generally the absolute cheapest place you can find.
