Jesus never said it, it's in Malachi I think, only in the Old Testament but Jews haven't ever since the destruction of the Temple in 70 AD, just evangelists

the CHRIST didnt say give 10% he said give cheerfully and what you can. the 10% rule came from the old testament, but understand too that CHRIST didnt do away with the law but he did envoke Grace to cover us from sin. and yes its like taxes, off the top, before taxes.
