A Belgian friend of mine managed to get her passport more than a bit wet and now has to get a new one. She's living in Moscow - how long would it take to get a new one from there?

She can get an emergency passport valid for a short period, or a letter validating her present passport for return to Belgium, immediately.

A permanent passport has to be manufactured in Belgium and probably takes a couple of weeks to send via diplomatic bag. Otherwise she can travel home to Belgium and replace her temporary one there.

"A l'étranger, les postes diplomatiques et consulaires belges sont habilités à délivrer des passeports aux Belges résidant de manière temporaire ou permanente dans leur juridiction."

Funny enough, Belgian passports got the worst reputation in the world -together with Danish passports- that could be falsified. It seems that there are thousands of false Belgian passports hanging around!!
