You might need to choose "absolute positioning" in the "format" button on the top. But be careful, because it could still jump around and you might need a little practice to do it right. FrontPage can be rather tricky, but it's a great program all-in-all. You can read more about "absolute posititoning" in the answers window in FrontPage.

The only way to move the picture without restriction is to; "right click the picture" select "format" than select "position" than finally select "absolute"

change the layout of the image ... from the image properties
