I don't really want to spent money on Photoshop. Can anyone tell me whether there is any other software with Photoshop features?

Try the Gimp. It's free software that you can download. Don't be fooled because it's free. It's very powerful. In fact, it's equally as powerful as Photoshop in most ways.
It's located at http://www.gimp.org The GUI layout is arranged slightly differently than Photoshop. So, you'll need to learn how to use it. It's definitely free, though. GIMP stands for GNU Image Manipulation Package.

Yes there is, u can use corel draw, corel paint is includet for simple effects u can use simple software of any cam software

Try PaintShop Pro. It's definitely cheaper, and unless you're a real high-end user, it will do what you need done.
