yes, they certainly do. Why do you think they purchased the note? It is now a debt owed to them and collectable by them.

They have authority to collect....IF they are licensed in your state to do so. You can contact them, demand that they validate the debt, and supply you with the license number for their authority to collect debts in your state. Some are NOT licensed throughout the country.
