It's important to find yourself a good qualified guitar teacher. Find one in your area that has a BA or a BMus, an AdDip and make sure they hold a current enhanced disclosure (Background check). They will keep you good. To become a proficient guitarist, you need to be practicing the right things at least 20 mins a night. It is very possible to be playing a guitar within two months to a beginner standard, again depending on what you are practicing and how much you are practicing.

There's no one right answer to your question. In fact, it depends on what you mean by learning a song.
Some guitar players try to learn every song note for note and only feel they know a song when they have mastered it.
Other guitar players feel they have learned a song when they have learned its precise chord structure and its lyrics.
Other guitar players feel they have learned a song when they have learned to play the song in any key--not necessarily the original one--and they can sing its lyrics.
Learning to break a song down into its chords is a key skills--and you need to get to that point rather than just learning it from a book.
At some point you may feel to learn a song you have to understand a little about how those chords fit together. Some people call this learning "theory" but that's a fancy word than you need to worry about.
I learned by breaking songs down simply into their chord structures and playing and singing like an idiot and then, when I was dissatisfied with that, by learning how to play them more like the originals. But since I like to bash the guitar and play for my own amusement, I also am happy rearranging the songs to suit my style.
As for creating your own song, you can start that whenever you are comfortable. The sooner the better!

It depends on what you want to play. If you use power chords you can make a song very quickly. Its easy to make and play a song in two months but come on you should learn how to play properly so you can make great songs

There is no set amount of time. It has to do with natural musical ability, quality of your teacher, and the amount that you devote to practice. Practice makes perfect, so make sure you do that often if you're really serious! Good luck!

The more you practice, the more you will make success. One may learn in 2 years time the other never.
