That rhyme has puzzled me since I was 2 years old. If there was water up the hill there must have been water down the hill. So I don't believe they went up the hill to get water. I think they had another reason.

Or because the bridge was flooded and they had to go over the hill to get home.

They went to get water, right? If the water was at the bottom they'd get it. So the only way to get to the top of a hill is up.
