Cant, You still have to take a written test

It been a few decades, but my father had to take the driving test to transfer his Kentucky drivers license to New York. You also have to take a vision test and have your photo taken. Non of these can be done on-line.

It's very hard for them to take your picture and pick up your Texas license on line. You have to go in.

You can't do that. You need to take the written test and have your eyes checked. Neither of those can be done on-line.

I would think you would have to go in person, reason is you may have to show proof of residence. and get an updated picture etc. in my state we have to show proof and show insurance card. may be long lines at motor vehicle department
