If this is an architectural question, such as where is the best place in a building for an elevator, then you need to consider the following factors:
1. Access / function -- ex. close to the lobby of a hotel on the ground, and best to be equidistant from all rooms on the floors. Has to be able to reach all floors easily / comfortably. Don't force riders to change elevators to go to the garage

2. Aesthetics / look -- ex. many tall buildings have glass elevators on the side or even outside of the building to provide riders views as they ride up; cool looking feature. Ugly "box-like" elevators are hidden in their own lobby away from attention

3. Security / safety -- ex. don't put elevator too close to front door if door is not locked or guarded. They become easy transports for criminals

4. Maintenance access -- remember that elevators must be inspected, maintained, and repaired over time. Don't allow other structural features such as a bell tower or central cooling to get in the way of shaft access

I can make no sense of this question. If what is wanted is a device to identify which floor an elevator is at, then it is easy enough to design a gadget to do so. One such would be a worm drive, driven from the cable spindle, to which some sort of transducer could be attached. Such a device would probably not be precise enough to do floor leveling, so an additional transducer could be placed in the cab to interact with a tripper at each floor.
