Up and rising has two main explanations, wich depend on context:
1. Time to wake up sleepy-head
2. A continous rise (financialy, stardom, social lader etc.)

It refers to somebody who is already beginning to be recognised as successful in a career and looks as if he/she will continue to become more celebrated/well-known etc. It seems to be a metaphor taken from stars rising in the East of the sky.

I used to hear this a long time ago, as a child. When they said this on the farm many years ago, it meant to get up and start doing the chores. Get up going more or less.

I think it means rising into stardom or becoming famous or it could mean baking cakes.
