First, be a good neighbor and talk to those "distubing the peace" face to face. Give them the opportunity to fix it themselves.
If that doesn't work, then call the police. DO NOT call 911 - this is not an emergency. Call your local police number out of the phone book.
Repeat step 2 as necessary until the disturbance is re-peaced.
Then follow up your initial conversation with your neighbors first thing in the morning to let them know how inconsiderate they were. They were probably drunk, and weren't thinking straight.

I would call the non emergency police line and explain your situation. If you can try and record the noise also so you have some evidence to show the police when they arrive. One time offenses will probably get nothing done than a report, but if they are persistently loud the police should be able to help you out.

If you feel comfortable talking to the noisy party, go ahead and let them know that they are disturbing you and you would like it to stop. Most good neighbors will be very cooperative about it, but please note that I qualified that with "most" and "good"; you never really know how someone will react for sure.
If you do not feel comfortable talking to the noisy people, or if it is an ongoing problem, call the police and tell them about the distrubances and that you would like them to do something about it. The police will go over and talk to the noisy people, and then if it happens again, there is a record about it being a problem.

over the course of at least 3 nights do the following:
get a tape recorder for evidence, and state each time you record the disturbance in your own voice the day date and time of the disturbance
on the fourth night go to the ones making the racket and calmly but firmly ask them to turn it down
on the fifth night call you local non emergency police number and have them come out and give them the recording
hopefully then it will be in their hands and if this is not the offenders first time he or she may be looking at jail time

First of all you have to prove that someone is disturbing the peace. Do not think for a minute that someone who is loud and annoying you is disturbing the peace.
The peace is disturbed by illegal activities, therefor what most people think is disturbing the peace is not really disturbing the peace at all.

I think you should call 311 (which is for police - non-emergency). That way you don't clog up the phone lines for the real 911 emergencies.

Call your local police department. First their nonemergency line, then their emergency line if you don't get a response. It's in the very front of your phone book.

Dial 911 and tell the dispatcher your problem...I think you should call 411 first just in case they're the ones you're supposed to call.
