While I've never heard it put quite like that, I can tell you that a number of people have commented on how my voice is different when I'm preaching...
Black people (generally speaking) have a deeper tone to their voices, which tends to resonate the louder we get... and I know we can get loud...
However, where Preaching is concerned... it doesn't matter if the preacher is black or white, or any other color... preaching with unadulterated word of God with annoiting and authority will cause people to literally FEEL the power... whether I'm speaking loud or in hushed tones... it is God that touches people... the power is in the message, not the messenger...
Incidentally... there are two very powerful preachers who - even though they look like night and day - always preach the same powerful gospel:
Bishop T.D. Jakes and Pastor Rod Parsley

Black preachers are all relating to the suffering of da po, po kneegro on the hands of whitey. and that they boast consistently of each and every of the suffering and persecution that they have got individually experienced attempting to surprising those surprising previous wrongs. Obama has no longer suffered or confronted persecution a unmarried day in his existence. on the choice, Obama is the perfect affirmative action freebie exploiter. In different words, Obama is reaping each and all the rewards while not having walked the walk. Obama is status on the shoulders of those getting previous civil rights leaders, and all they get are heel marks. This infuriates the Jeremiah Wrights and Jesse Jacksons of united states of america of america. To them, the fulfillment of Obama is, itself, an injustice.

I have heard some very charismatic black and white preachers, but I think with black men it is the deeper richer tone of their voices, almost like they were born to preach.

very simple really...
They have the POWER to drive home the divine WORD of Jesus... They periodically TESTIFY to the SAVING GRACE of the Lord.
Yes! YOU! If you wanna be saved from ETERNAL DAMNATION... if you wanna go live in HEAVEN... if you don't want to caught wanting when the TIME COMES....
It's part inspiration, part theater and part passion. I've always loved watching them...
Hope this helped

The word of God doesn't need colors to preach them, only someone with the knowledge and the ability!!
it's not about color or how powerful their voice is.
peace.
