i just read somewhere that i cannot buy the oem version of xp if im building a pc is this true or a scam

You can buy an OEM version as long as it is accompanied by a piece of hardware. Any hardware will do. If you look at eBay, you will see that OEM versions are sold all the time. All the seller does is throw in a piece of hardware to make it legal. The OEM software is then usually assigned to your motherboard. So if you ever need to change the motherboard, you have to contact Microsoft who will release a code to assign it to your new one.

yes you can buy it with any hardware, usually some small part is included already in the ad price!

I think it has to be bundled with a motherboard and CPU or some crazy crap like that.
