He is not doing anything that he believes is wrong. He was taught this by his mother, when the mom kept the nest clean. When mom became too overwhelmed to keep clean after all the litter, the pups were good little helpers and did it themselves....They didn't have gloves and bags, so just did it the way they could. He is just being fastidious. Please DON'T rub his nose in it or scold him...That will only confuse him. He will not get the point, and you will have a messy and/or traumatized dog.
Dog's ancesters have done this for eons, to keep their area clean and to not let predators know where they live. It is as natural for them as hand washing is for people.
The only solution is to consistantly beat him to it. Hopefully he will learn that you can be trused to clean it up so he doesn't have to.... Meanwhille, there is an additive available at all pet supplies that will make the stuff very bitter. A few pieces of unaweetened or fresh pineapple in his food also makes it distasteful..This may help some.
Note: the ones that do this are usually the easiest to house train, as they are good house keepers

They do that, but will grow out of it. You just need to clean it up immediatly. There is a product that you can mix in with their food to make the dog not want to eat his dinner a second time. Don't know right off hand what it is called, but a vet should know what it is.

I asked my vet this question ans she said it is a slow digestive problem... Espically if you got him from a breeder or a pet store..There is a medication/vitamin you can pick up at your local pet shop that your pup can take that will clear it up almost overnight.... His digestive system isnt getting all the nutrients it needs. and he still smells the food in his stool.... I hope this helps you

Dogs eating poop is a common thing. They could be bored, and need more toys, or just more training. When you walk him, dont give him the chance to eat it. Pick it up and throw it away asap

He's looking for a specific nutrient - his diet is deficient in something, try mixing a bit of canned food over his dog food or the gravy things you can get for their food - he needs something in his diet and he's looking for it the only place he can...
