Small dogs have very fragile tracheas...they commonly grow into a condition known commonly as 'reverse sneezing'...It CAN be a forerunner of collapsed trachea, with often requires surgical intervention..but ,as long as it is just the reverse sneezing, it isn't serious.. I would advise that he be switched to a harness, rather then a collar, if he hasn't been already..
they will do this when excited, or over heated, or stressed....
However, the condition is often aggravated by carpet cleaners, and other household chemicals..Swiffer is also commonly blamed for an onset of reverse sneezing and other allergic reactions..

My 2 beagles do the same thing. It's called reverse snezing. I found some info for you below:
"Dogs have a condition we call a 'reverse sneeze.' It gets its name because the dog rapidly pulls air into his nose, whereas in a 'regular' sneeze, the air is rapidly pushed out through the nose.
If you witness a dog having a reverse sneeze it may seem alarming, but it is not a harmful condition, and there are no ill effects. The dog is completely normal before and after the episode. During a reverse sneeze, the dog will make rapid and long inspirations, stand still, and extend his head. A loud snorting sound is produced, which may make you think the dog has something caught in his nose.
A reverse sneezing episode can last for several seconds to a minute.
The cause of a reverse sneeze is unknown. "

If it sounds like a severe asthma attack, it is very common in small breeds. I have Chihuahuas, they do it when they get excited. The vet said the trachea flattens. My Trever is seven years old and weighs four pounds. He knows when it happens that I rub his back and he stretches his neck and feels better. He often does it when he is sleeping, and when he is waiting by the door to go out. He loves long walks and when I am put in my wheelchair he gets excited and it happens. Some times at night he is coming to my bed and he is on his way, as though he knew it was about to happen. He gets to the top step and he wakes me. I am disabled and the hospital bed is high so he needs steps.

I have seen alot of dogs do that .My dog does that .I give him benydrle the one childrens with only one chemical in it called dypharamine .Ask your vet they know .Its like a allergie attack .I dont us nothing most of the time but if my dog dogs it all day than I give him something.You will notice as your dog gets older it will happen more.My mom had a lasa apso and it did that all the time.Its nothing to be scared of .I used to call it a backward sneeze.I have also seen other breeds do it when the get excited like the yorkie next door.it can go on long enough to scare you a little but really if it gets really bad make sure you always have a benydrle in the house for emergencies.

Sometimes collars can cause this if they get pulled to tightly. Other possibilities are kennel cough, although highly unlikely unless he's around other dogs out of the house, or, it just could be some breed defect. Pure breds have so many problems due to inbreeding. If none of these are likely, I would have a vet check him out just to be safe.

He may have a respiratory infection, which is a very serious illness in dogs... I would get him to the vet just to be on the safe side... antiobiotics will clear this up.... He could also have damage to his throat if walked on a leash...This also needs to be checked..In any circumstance, it is serious, and needs immediate attention from your vet...Best Of Luck

this happes to my 3yr old chihuahua, i took him to the vet and they told me that there is a outside plant/weed that some dogs smell and their seed gets stuck in the nostril breathing airway. the only way to completely get rid of this problem is by having it removed through a small operation.
