If you're talking from a Christian standpoint, Cain was the first murderer. He killed his brother, Abel.
From a standpoint without religious bias, probably someone in Mesopotamia, since that was the first major Western civilization. Technically, in order for it to be murder, there has to be a law prohibiting the killing of another human being.

Cain killed Abel, but he may not have realized that he could do so, it had not ever been done before. Lamech did realize [ after cain killed Abel ], he could kill the young man.

According to Christianity,it was Cain. Other than the Bible, there really isn't any record of murder, unless you want to count the man that was found encased in ice. it was proven as apossibility that he didn't freeze to death.
