A Honda CRX HF. They can get around 50 mpg.
If that's not cheap enough for you, it's possible to squeeze around 35 mpg out of a Chrysler LeBaron Turbo or Dodge Daytona. I don't think of them as true sports cars - they've got four seats, after all - but they are fun to drive.

Unfourtunately the honda civic and accord do not sell cheaply. THey have a really good resale value. The scion tc is not sold used a lot because its been out only a few years. If you could get nine grand than you could get an accord or civic with about 80-100k on it.
