Like it or not, the person providing the money gets to set the rules.
If you feel the rules are unfair, the best thing to do is to talk to that person, explain your feelings, and ask why things are set up the way they are. If you make sense, the rules may change. If that person doesn't trust you to spend money responsibly for some reason, then at least you'll be told so, and you can work on showing that you can indeed be trusted with money.
If your sister is abusing her power, then you definitely want to point that out. If not... well, she's a senior, so it won't be all that long before she moves out and the money starts going into your account.
Life isn't always fair, but there are usually reasons why things are set up the way they are.

Set up your own bank account or save your money in a traditional way (put them in a envelope or bag under your bed or pillow).
Budget your money, and talk to her about your concern.

maybe you are being allowed to buy your own things so you can learn financial responsability. Good idea! Just split the money with your sis, and if either one of you goes over, they can spend less the next month.

If that was set up by an adult guardian, you have no say over the matter. Your sister is presumed to be more responsible based on her age; suck it up or prove her wrong.

talk to her that you suppose to have same portion, at least more or less from what she got. just because she's older, that doesn't mean she can take control of you. just do the talk thing first, you're sisters. good luck.
