He does it almost every night. We called the police. But they said it wasn't indecent exposure, because he had his genitals covered with a jock strap. We talked to the minister, but he denies it ever happens.

Well, jock straps don't cover his buttocks so point that out to your policemen and that should get him for indecent exposure. If they still don't do anything I'd turn the garden hose on him.
This sounds to me like the depraved cries for help from someone who is utterly repressed by his father's over-controling behavior. If this persists, he kid could end up doing more serious things. This obviousely disturbs you, so if the minister won't take responsibility and constantly denies it, take a few pictures, maybe a video clip--just enough to prove that it was indeed the minister's son and that he's doing what you're accusing him of--and confront the minister. Tell him he needs to take the responsibility and repremend his spawn just like the rest of us.

Embarrassing as it might be he is within his rights. AT least he covers his sexual organs from plain view.So it could be worse.
We are born naked and were created naked.there is a couple of passages in the Bible that might deal with this . One says closer to god is those who can stand on their clothes and not feel embarrassed at what the Creator made. The other is that you shall not enter the kingdom of heaven until you become as little children knowing no fear or shame.
Plus the supreme court handed down a ruling in favor of nudist. saying that as long as you are on your own property and not engaging in anything sexual you can be completely naked and sit in a lawn chair reading a book and the only lawful thing the neighbors can do is put in a complaint.unless he gets a partial erection or a full one or a female is playing with her sexual organs or breasts then they can be arrested for indecent exposure.

If your minister is a decent man, there is no point of embarrassing him anymore. Give him time, he may be able to instill some decency in this dude. In any case poor minister is not responsible for an adult, if this guy is an adult.

well this is what happens while your minister was out stealing the church's bingo money to bet on the races at the track, he should have bought the kid some clothes! wait! I bet this is his son's way of protesting his father selling all of his clothes! ya think?

What do you mean running around at night - you mean in public??
Perhaps he has some issues with his sexuality that need to be addressed.

Go to the son in private and warn him, then warn his dad (the pastor) in private, then take it to the church publicly, one on here recommended taking a picture, better have one to prove your statement.

Do what you would have someone do for you. Hopefully in the church when there isn't and explanation for something you go to the teacher. Talk to God. Not us. God can help you in this.
