Does a TV use the same amount of power if it's doing nothing, sitting idle on Video 2 (or whatever) .. vs. actually doing something or playing something on TV ?

When a TV displays a totally white screen it is using the maximum power for picture production. Then, there's the audio circuits. Obviously, playing Pink Noise or "static" at full blast will use more power. However, "on - no picture - no sound", uses a little bit less power than "on - white picture - audio full blast". It would require test equipment to tell the difference and probably only makes $1.00 difference in a year.
