If your dog was taken to an "Animal Shelter", I would assume they would have vaccinated your dog if it wasn't wearing a vaccination or license tag. (Distemper & Rabies)
Kennel cough... is a K-9 variation of bronchitis that can lead to pneumonia... The main symptom noted is a dry hacking cough...
There are so many things that could be causing your dogs symptoms... The best thing for your pet is to always to contact (by phone/or appointment) a licensed veterinarian if you see any type of odd behavior or physical symptoms.

I did a little research on this and Your dog does have bronchitis. Let me copy and paste what I found for you. I hope this helps. Not my pet.
My 3 month old puppy, whom my husband adopted from the SPCA a month ago, has been on antibiotics for 3 weeks now. the vet has seen him twice (on week 1) and just keeps prescribing more pills. At one point he wouldn't eat or drink and we have to force syringes of pedilite. He seemed to be recovering and was eating three good sized bowls of mixed babyfood meat, softened dry food and wet food a day. Just this morning he wouldn't touch his breakfast and has barely touched the water or pedialite. He also is hacking and wheezing and either throws up food and mucus or just white foam stuff. Please Help. I don't know what to do.
THEY RECOMMENDED THE VET. HERE IS THE ANSWER.:
Thanks for your advice. I took Rugger to a different vet yesterday and it turns out he has bronchitis. This new vet seemed very knowledgeable and made me feel a ton better about our little guy. He prescribed something for the cough and recommended sitting with him in a steamy bathroom for 1/2 hour intervals once a day. He is eating and drinking a bit again. The vet also said to use towels instead of a dog bed and change them everyday. Disinfect his dog bowls and dog house every day as well. We are also adding some airborne jr. (1/2 tablet) to his pedialite so he gets the extra vitamins that he needs to recover. I'll let everyone know when he's all better. Thanks again!
An update on puppy:
Just an update....Rugger is healthy and happy. He is up to 30 pounds as of his vet appointment today and the doc says he's in perfect condition. Rug is running with me in the mornings now and we are attending puppy class and are just as happy as can be. Thanks for all the advice!
Bronchitis in dogs is exactly the same in humans. But if they are already in a weakened state. It can be very bad. I had a (my baby) dog (Sherry) she was twelve years old and had diabetes. I gave her two shots each day. She got kennel cough from a stray dog, THRU the fence. She did not make it. It broke my heart. She wasn`t JUST a dog.. It has been 6 years and It still hurts me... Please see the vet..

RE:
coughing up a white foaming spit vomit is this a symptom of "kennel cough"?
Our lab had recently ran away from us and to our dismay she was brought to the animal control shelter. When we got her we realized she wasn't feeling well, we heard to watch out that she might have "kennel cough" , she has been showing signs, and so are two of the other dogs, but...

Yep, that's kennel cough. My dog had the same symptoms after being boarded for a weekend.
It sounded like she was choking/gagging and should would throw up white foam. I took her to the vet and got her medicine. She's getting better and now it sounds more like a human cough.
It's really contagious, so I'm sure your other dogs have it too, so take them all in to the vet.

If i were you I would take her to the vet ASAP and get her checked out. If she has kennel cough she needs to be seen by a vet if you haven't already taken her. She may also have rabies but you vet may be able to somthing for her. Good Luck and you may also want to make that she gets her kennel cough or Bordatella vaccine every year. Anyway good luck I hope she gets better.

lol. It's not rabies. It's kennel cough. Take the poor things to a vet and get them on some medication. I'm sorry that you found yourself in that situation. It's an expensive little trip for the doggie to take.

I have yet to see a case of kennel cough as bad as you describe, but that rules out nothing. Take the dogs to a vet.

OMG! I almost cried, reading these answers! I just got a pug last night, and he was fine, but today, first he got diarrhea, then he barfed. I looked up "Pug problems", and found out that just the change of location can cause nerves and digestive probs. So I got him to drink some chicken broth.
But when he started that reverse sneeze thing, and the foam came out, I thought I would faint! It was past 5, and the vet where he has his appt tomorrow at 9 was closed; I would have to take him to emergency, but I couldn't right then!
(My DD is in a play tonite & tomorrow, and DH wouldn't be home in time to pick her up, PLUS I don't have anyone to watch my DS until DH gets home!)
I thought I was going to watch Obadiah just get sicker and sicker or WORSE! I was honestly afraid he DID have rabies. I put him in his crate, ready to go as soon as DH gets home, and came online.
I searched "Foaming Pug" and found this thread. Even as I read it, Obie finished his broth and curled up on my lap; his nose has stopped running. I'm going to watch him tonight, and take him in to ER if I must, but I think he's OKAY!
Thanks to all the helpful posts, I've stopped panicking. Thanks!

sounds more like a sour tummy. stomach acid is foamy. it is just as easy to "pick up" from a shelter as they get strange food and they are stressed by the whole ordeal. put him back on his normal routine and diet. watch for more coughing. if it is a cough he will need to see a vet. and get meds. if its a tummy thing it should pass in a couple days. a cough will last. my dane got out one day and i caught her within a 1/2 hour. brought her home calmed her down. fed her her normal supper and put her to bed. she died that night from bloat. no signs before bed either. come to find out she ate the neighbors food before i fed her and it was too much. so watch carefully.
