I need a host/site that will provide templates and hosting. Free would be great, of course, but a minimal cost would be okay if the service is worthwhile. I have limited knowledge of website-building, but do have design sense and can make killer flyers and forms with MSWord.

you contact your local collegue or university, one that offers graphic design courses, and ask thm to design your website as part of a classroom project. or find a graphic designer who can donate their time. even if you have some design sense, creating websites is time consuming.
