Holmes was stripped of the WBC title for refusing to fight Greg Page.
The newly created IBF title, which had little credibility at the time, saw their opportunity and made Holmes their champion, instantly making them a player.

It is for that reason, and that reason alone, that the IBF has been a recognised title since then.
For years I've been telling people that the WBO belts are meaningless - that organisation was not lucky enough to have a dominant heavyweight champion come along and serve their purposes at the right time
