Both are grammatically correct, but I personally would prefer the latter one, because I guess you mean "Every time he thinks about that, he never fails to feel sad."

But, if I were to write a song, I would choose depending on the melody, rhythm or the number of notes.

Number 2 sounds to be the correct one because you are giving more information on the sentense. On the first one you are not giving a full sentence. because you start the sentence with when it should describe something first.
