It falls under the category of having the equipment, but not knowing how to use it.
People exhibit this in the realm of Analytical Problem-Solving and Intelligence. People all have a brain. We can all think. However, some people use their heads more. They're more creative and know how to solve problems that others can't.
That's an example of someone knowing how to use resources given to them.
It's like giving two people a box of Legos. One person will just look at the box and maybe build a house with it.
The other person given that same box of Legos will build a House, a Car, a Boat, a Helicopter, a Landing Strip, and make it where all of them interconnect to become a Super Lego Transformer.
Another example would be the game of Chess. I love playing chess. If you gave me 8 pawns, 2 bishops, 2 rooks, 2 knights, a Queen, and a King, I'd know what to do with my pieces compared to someone else given the same pieces who has never played chess or doesn't know how the pieces work.
The pieces on the chess board are similar to your question regarding Men who are handsome, well-dressed, have good hygiene, and a great smile.
Some people know how to use what they have at their disposal and some don't.
There was a television show episode of "Just Shoot Me" where David Spade, as Finch, is found out to have a really huge manhood. His boss and his photographer friend can't understand why he can't score with women.
At the end of the show, they find out it's because Finch's technique for approaching women is all wrong, which is why he gets shut down and rarely scores with women.

Confidence.
They know know matter how they dress or look women are not really attracted to them.
They miss all the signals, they never advance and the women leaves for someone that shows a sign of being interested in them.

Sometimes, they're loners. They could have soical problems, too. like sometimes they just don't get well along, especially with females. they are good in every way, smart, handsome, hott, well manered, just not with people. They don't know how to express their feelings either.
They could be really depressed too. I know this guy that's always funny, hott, smart, on the outside, but really, he's suffering from depression. Background can also cause problems, like his parents divroced or something that could really hit him hard, or one of his parent left him and his other parent for another person.
i know his dad left his mother for another girl, so he dispise girls.
he is so sad, he doesn't even go home on some days because back at his house there are painful memories, and he may not be able to get over them. unless you are just really good friends for like five years, you probably wouldn't know all that about his past. so he may seem like a regular hott, smart and funny guy, when he's really hurt and sad.
bad thing is he may never be able to recover and open up to others forever. that's why you have to prove to them you're different and worth it.

Theres much more to being a decent potential partner than being handsome & well dressed you have to have a decent character, a honest loving heart & be truthful, reliable and respectfuland mature. You seem more into outer appearances than the type of person you are and that will put people off

Becase they ae the type of men who dont settle for less and really dont try to impress anyone thats just the way they look and dress and always has been. some people or not thrill by all the attention of a woman because if you feel good about yourself then f*ck what anyone else thinks. Thats call good self confidence.

It could be a couple of different things. If the man is a jerk, he will have problems. If he only pays attention to beautiful women who are "out of his league" he will be out of luck.
A man who has trouble attracting women should try getting to know them first. Get a hobby. If you can afford to be well-dressed, you might be able to afford horseback riding. There are always a lot of girls and women around horses.

I think it's about personality, intelligence, charm and wit. Handsome and well dressed helps, but you gotta be confident. Or maybe take a look at the kind of woman you're looking for.

Pheromones--the lack of pheromones renders even the most attractive men quite useless when it comes to sex and attracting the opposite sex. Sweaty, spicey smelling armpits, genitals, and feet are a huge turn on, although women can't admit it because it's animalistic subconscous.

Appearance is a very small part of a whole person. I wouldn't say NEVER though. There are always someone who will make a good match to anyone. Just haven't found one yet.

For the most part many women are still traditional and they wnt he guy to make the first move. If you are waiting on the sideline for an aggressive girl to hit on you your ignoring the many decent girls who would love it if you looked them in the eye opaid them a compliment and introduced yourself to them
