Whiskey is alcohol distilled from brewed grains. Scotch is a form of whiskey. Cognac, the other hand, is a form of brandy, and brandy is alcohol distilled from wine.
EverClear, if available in your area, would be the cheaper and most potent alcohol. It is 180-proof, that is 90 per cent pure alcohol. If you tried to drink it straight, it would never reach your stomach, but instead would be absorbed directly into the bloodstream, starting in your mouth and down your throat. Do be careful. It is literally possible for the alcohol to be absorbed so fast that it attacks the optic nerves and you can go temporarily blind. Many EverClear drinkers cut it with grape juice, making a drink known as the Purple Jesus.
Have fun.

80 proof? Nah.

100 proof? Nah.

151 proof. Now we're starting to separate the men from the boys.

190 proof. Now that's strong and high in alcohol.

But, you want the cheapest? Have you heard of Thunderbird wine? How about Boones Farm Strawberry Hill? Cheap wines.

Also, cheap isn't necessarily best.

For instance, Monarch 151 is cheaper than Bacardi 151, but I hated Monarch. When I drank, it was worth the other $2 or $3 per bottle to get the Bacardi and then mix it with Pepsi.

But, cheap enough might be Bacardi amber label. Mix that with Pepsi or Coke and you might like it.

Don't even think about driving once you've popped the top, though.
