THe ball is no longer round or the cover is scuffed. You can buy little tools to check and see if the ball is out of round. Some time the brand new ones are out of round

A player has the right to declare a ball unplayable under penalty of one stroke at most any point in time. A lost ball is lost, an out of bounds ball is out of bounds and each of these cannot be declared as unplayable. Any ball that is in play can be declared unplayable at the discretion of the player.

You may call any ball unplayable, and take a drop costing you one stroke.Example:you are on the green putting, you putt the ball past the hole into the sand trap, sand shots are your worst nightmare, you can call that shot an unplayable lie and with a penalty of one stroke drop that ball right back where you originally putted! It is the total discretion of the player to call an unplayable lie.

well usually u can still play a ball if there are scruff marks on it but when there is a cut in it or a chip or something then it is time to spend some money on a new ball.

it is up to the golfer to decide if his ball is unplayable. You then take the penalty and drop.
