Purdue is one of the best engineering schools and their ECE department is top notch.
Be careful when talking about MIT and the like. Sometimes the schools are more interested in doing research than they are in educating students. For graduate students this is okay but for undergraduates sometimes this causes major problems.

It depends on what you want from your post-academic life. I see many votes for Cal Tech and MIT; in my opinion the engineers they graduate are more likely to be research and pure science oriented. (not that there is anything wrong with that) Other geat universities include the University of Michigan, Ohio State University, Georgia Tech, Purdue... If you are looking at schools you could do worse than read the news or engineering journals to see where engineers "in tune" with your vision of our future come from or at the least see which companies are recruiting engineers at your target schools.

Depends on whether you want to go away to school, how much you are prepared to spend and which one you can get into. Each country has a best university in each field but if you go international, then you also have to consider whether you can get into that country and that university. Is language going to pose a problem for you. Would it be better to study in your own language unless you need to learn another in order for where you intend to build your career.

in my opinion the student is very most important than university. if you want to study hard even if in a low quality university you can be a scientist but if student be not serious enen if in high quality university he or she not be a scientist.
