1600 hours would be 4 pm in civilian time!
An easy way to remember how to do this is to count forward from 12 pm! 1 pm therefore would be 1300 hours and so forth.

(4.00 p.m.) Civilian time: 1:00 am / Military time: 01:00 hours. Civilian time: 9:30 am / Military time: 09:30 hours. Hence 1pm, is read as 13:00 hours, 2pm --- 14:00 hours, 3pm --- 15:00 hours, and so on up to 12am, which is 24:00 hours.

In some counties they use 16.00 as civilian time for four o' clock in the afternoon as a day is divided into 24 hours, but that was a long time ago when it was done.
I did not have to spend 8 years in the army to learn that, we did it at school.

4 in the afternoon. For any number past 1200, for example 1300, 1700, 1900 just subtract 1200.

4:00 PM If the time is greater than 12 noon, subtract 1200 & one has the time. If the time is given in ZULU time it is the same a Grenage mean time.
