Why won't you people listen, how many times do i have to tell you? Priests make a lot of money for the church. Children are expendable. The Catholic Church is all about the money.

There are two reasons, both of which are practical.
First, papal authority is extremely limited. The perception is that the Pope is the boss of the Catholic Church. That is mythology. Each local church is largely an independent body. A handful of things require papal approval, but these are very few and far between. Generally, these things are things such as approving the installation of a new bishop into a diocese.
In addition, within the Catholic Church, there are self governing churches and communities. They are in union with Rome but not governed by Rome. The classic example would be the Patriarch of the Church of Antioch. He is the pope's peer in the fullest sense. He governs fully his own Church. It is in union with the Church of Rome, but Rome does not tell it what to do. Likewise, the Sisters of St. Basil the Great are part of the Catholic Church, but they govern their own communities.
The Catholic Church is a collection of thousands of independent Churches and communities. Some are truly completely autonomous, some have a high degree of autonomy and some have a lower degree of autonomy. The Pope doesn't have the means nor the authority to step into these issues. Catholic canon law recognizes a principal called subsidiarity. It means that problems should be solved at the lowest level possible and that higher authority can act only when lower authority cannot.
The second reason is practical. There doesn't seem to be any papal involvement in these cases, but even if there were who has jurisdiction over the Pope? The answer is no one holds legal jurisdiction over the Pope of Rome. A Catholic Council could excommunicate a pope, but no one holds legal jurisdiction. There is no to serve and no process to do the service either.

I think the less they investigated the less they had to come forward about. Plus if he was investigated then eveyone would want to know why and the details. Most of the time this has been tried to be hush hush and w/him it would not of been so hush hush.

The most practical reason is that the pope is the last absolute monarch on earth, and answerable to no one but God.
Interestingly enough, Jesus set it up exactly that way.
If you have a problem, take it up with him.
