A bad dye job and unwashed hair are two separate problems. If you don't like how she styles her hair, that's one thing. If she's gone and done her hair in a way that looks odd to you, but the boss doesn't care, then her head has an S.E.P. field all over it (somebody else's problem). My hair is often dyed a red so fierce I get the comment "your head is bleeding!" a lot. But you know what? nobody with the power to tell me what to do cares, so they'll just have to live with it.
On the other hand, if you're dealing with someone who is unwashed and smelly, that's a whole other issue. Lack of care in a professional appearance in a professional setting is a different matter entirely. If everyone has noticed that she seems unwashed, it might be time to mention it to her. She might just have unruly hair. She might not know what to do with it, so if you have advice on good products, she might appreciate it. I'd definitely go to her before going to the boss, though.

Are you the only one been anoyed by this person's lack of personal care? Are you the only one talking about it? Let me tell you something tha happened to me couple of years ago. Some of my co-workers were chatting with me and the conversation lead to a co-worker's lack of hygiene, they used some derrogative terms. My comment was why not tell this person instead of talking behind its back, you could imagine the looks in their faces, so I was left with the decision to let the person in question know, 'because- I tought to my self- if that was me I will like to know'. So I told the person in a way that would not hurt its feelings and neither would motivate its defensive mechanisms against me....and the problem was solved.

It really depends upon the politics of your work environment. Does anybody else notice these things? I mean, the boss should notice if you do. Why don't they make it a concern? Probably best to keep your mouth shut, unless you are asked outright for your opinion.

If you don't like the way it looks you shouldn't say anything. Dont look at it if you don't like it. If it smells bad or you have customers there and you feel that she's making the office seem less profesional to the customers you should say something but not to her. Talk to the person who's above you and have them talk to her.
