both means the same,but luggage is the British form and baggage is the American form,but Americans seem to be more inclined for the British form.so you can also say baggage even though most Americans don't use it any more.

Luggage is pretty specifically associated with suitcases etc. Baggage can different meanings, for example you can bring personal "baggage" from past failed relationships into a new relationship, getting it off to a bad start.
