I have the same problem with my dog. Maggie is a rottweiler, she loves people but hates other dogs. This is what I did and Maggie is getting better and better. I took her to the dog park and kept her on a leash. A few dogs immediately came running towards her, jumping and biting at her, and she was super aggressive. The woman told me to just drop the leash and let her run around. I did. What a difference that made. I mean, she was aggressive towards some of the dogs she didn't like but for the most part she was pretty good.
Try meeting up with a friend or neighbor who has another dog. Have your dog get used to this dog, allow them to play, fight, etc. It takes time. Good Luck.

Many dogs are protective of their "area" Take your dog to training classes on neutral ground or even to the park for a walk where they can interact with other dogs i.e. play.
Also be calm and friendly during the encounter. your dog will learn to be mellow by example.

I think you may have to talk with someone who knows something about animal behavior. Try the vet, or an animal trainer.
