Montreal or Toronto in are both wonderful cities to visit in Canada.
As for Europe ~ Italy,France, or Germany in the fall can be inexpensive if you use Expedia.com.

There is nothing cheap in Europe or Canada. Trust me!
You can go to any bigger city in Germany and stay at a youth hostel, they are relatively inexpensive. In Canada a single room in a half decent motel is $ 60 and in a good motel $100. Doesn't matter where you go, even in the smaller towns it's that price.
Larger Cities like Toronto, Montreal are even more expenssive.

Everyone who visits, Victoria, British Columbia on Vancouver Island always raves about what a great place it is. It has some of the English charm without having to go to England and it is actually probably nicer even tho it is not as historical as England. it has a wonderful inner harbour and most people go out on a whale watching expedition and have a fascinating time.

In Canada, check hostels, rail and bus passes, work swap exchanges, and last minute sell offs with travel companies. I've also found some great information at the University travel agency.
