The best photo editing software is Adobe Photoshop, but it's not cheap and I don't recommend using a bootleg copy or anything. You can't expect to always get crap for free.

I would say that Paint.NET is one of the best photo editors currently available for FREE. I believe that it could rival much of Photoshop or Paintshop. Paint.NET is a collective effort started at Washington State University and is updated regularly with new features.*

OpenOffice has a free software suite that includes photo editing. JASC paint shop pro is excellent and not expensive.

Paint Shop Pro is great for amateur photographers. It's low cost (~$100) and is packed with features for everyday use, as well as some nice artsy tools.

If you need something truly high-end, expect to pay a lot more.
