They're for feeling your way slowly through fog or rain that your headlights can't reach through.

Driving lights are like supplimental high beams. You should not turn them on in fog.

Try using just your fog lights (shut the headlights off and see what happens) I know here in New England when we have snow / white out conditions, the headlights only enhance the poor visibility, especially the high beams. I have had luck using only the fog lights to diminish the poor conditions. Give it a try next time for a short time and see if there is any improvement.
