Depends on where you live and how much you want to spend- if it were Kansas City or St. Louis I could tell you gobs of places.
#1 If where you are has a plaza with fountains and horse carriage rides - go for it. A nice romantice dinner (before or after would be an excellent beginning or ending).
#2 Do an Internet search and see if there are any free outdoor concerts going on. Depending on what time, again a nice romantic dinner - before or after.
#3 Take a portable CD player, some romantic music, and take out food (whatever you both might like) and have a romantic meal in a park or on a beach - you never never know where it might lead.
#4 Believe it or not, sometimes, I even consider it a romantic evening to go sit by the big MO (Missouri River), go fishing, have a picnic style dinner and just talk.
I could go on and on and on.
I hope you get tons of answers to this question. I'm going to check and see. Maybe I'll get some ideas for myself. Thanks for asking.

Well do something so that you'll be able to get to know each other. Esp if it's a first date. Go for a walk, dinner in a fam/nice restaurant or have a picnic, watch the sunset, hmmm not much to do out HERE for dates :s :( (N) If you have a car, maybe you can just go cruising :) (if you're willing to burn gas just to drive around).. I mean, it's another good way to get to talk. I don't agree w/ cruising but some peeps like it. I just try to enjoy da ride while it lasts.

You could go to a place were you guys make pottery that is cute or you could do the simple dinner and a movie if you don't want that than take her to the zoo or you could take her to a Amusement Park. Hope that helps.

Board games/certain card games. Monopoly, Life, Charades, Trouble, UNO, etc...they bring people together. Play playstation, or go to the movies, a walk at the park.

Try going somewhere where you can talk in a fun enviroment. I don't really have anywhere specific in mind, but choose somewhere where you can have fun.
Have a nice day :-)
