Yes, hounds can smell through concrete. They can also smell a body decomposing at the bottom of a lake if they are in a boat on top of the lake. If you are trying to get rid of a body and hounds could be possibly be on your trail I'd suggest something along the lines of Weekend at Bernies.

UMM why do you want to know? With that asked i would guess that yes they could. hound dogs exspecially have very acute noses. they can smell vaccume sealed marijuana in a gas tank,so id assume they would smell a decomposing body.

some of the trained cadaver dogs can do pretty amazing
things. your best bet is not to kill anyone in the first place.
then you will not have to find a hiding place for the body.

Depends on the dog , some can and some can't.
I have Beagles that I sware can smell a rabbit that was there a year ago.
