You are arguing in different measurement systems. 25.4mm is a measurement in the continental cgs (centimetre-gram-second) decimal system. One thou' (or thousandth to spell it correctly in full) is part of the old Imperial foot-pound-second system, whereby one inch is divided into 1000 parts for engineering purposes.

Since 25.4mm (2.54cm) is equivalent to one inch, then clearly 25.4mm is equivalent to 1000 thou'.

lets break it down a little.....
mm = millimeter
Milli in the metric system means 0.0001 or one thousandth
so a millimeter is one thousandth of a meter......

therefor your answer is there are 25.4 thousandths of a meter in 25.4mm
