There are many reasons why your puppy could be vomiting:
He could have sensitive stomach, try feeding lamb and rice dog food as it is made for such dogs.
He could have had exposure to ticks. Certain diseases that ticks carry cause a dog to vomit.
He could have parvo-virus, common in puppies who are not vaccinated.
There are a lot of factors: how old is the puppy? What brand/quality of food are you feeding him? Is he vaccinated and wormed?
I would reccomend that you do not try to asses the situation yourself and instead take the puppy to a veterinarian.

He needs to get to a vet. The white foam is just from upset stomach. But you need to find out why he's nauseaous. A pup that tiny can dehydrate very quickly and this can be life threatening!

Have you wormed puppy yet? Is there any grass mixed in with this foam?
Please consult a vet.
