Hmm, that's a good question. There's the issue of seperation of church and state, but originally the Pope had so much influence over all the governments that had existed.
The pro-religion people want all governments to unite under their religion, and to be ruled by priests.
The pro-government people just want to be left alone because they don't agree with the pro-religion ideals.
However, I believe religion has become a tool for the government leaders.

Religion and government are not the cause; it's the concept of the self that sees itself as separate from others and the rest of the universe (making alliances with different groups or with special loved ones, etc.). Religion and government can be two group manifestations of this. There are countless other group manifestations of this, that have led to war (nationalism, racial superiority, ethnic and cultural superiority, etc.). The ONLY way to get peace on earth is for each of us to work on reducing our self/ego -- and this means in ALL forms, including the very subtle 'spiritual ego' where we see ourselves as working towards peace, helping others, etc. This latter stuff is often met with outrage by most but the paradox is that one can only really do good when one's actions are coming from a place where this is no concept of 'someone doing good'. Again, the issue with ALL problems is this concept of the self as separate from others; there are different mind training paths to bring this change (e.g. Zen is one of them).

Its not simple. All governments have to have laws that are parallel to gospel law, or Islamic[Arab] or Jewish or they aren't accepted by the people. Here in USA case abortion, prohibition and now gay marriage; Laws regarding abortion Have caused nothing but trouble and any laws regarding gay marriage will cause dissent. Those issues are not accepted in the Christian faith.[bible condemns drunkeness} There are people don't believe the gosple should influence laws and gays and women have a right to choice? and they have a point.

In Islamic nations, religion and Politics go together. In most western nations today, Religion is slowly but surely moving away from government.
