The best kids program that I know of is Crayola Art Studio which you can find free downloads of on the net or you can buy for like 10 bucks at most computer stores or order it online. Its very good, they can paint and draw, play games, its interactive with learning, they can color and create their own coloring book pages and print out their work. Good luck.

He might like GIMP (GNU Image Manipulation Program). It's a free open-source image editing and authoriing program with some really powerful features. You can check it out or download it at the links below.

i use Paintshop Pro 8 paired with the anishop with my daughter. Its mostly point and click, and you can do some reall ycool things in it besides just making pictures. In the anishop you can add background lighting and other effects to make them move. Its not as hard as it sounds, trust me. She can animate her whole cartoon in less then 5 minutes after she gets done drawing it.
