Depends on whose mail it is. If it's addressed to you, it probably isn't a federal postal offense.

But, depending on the river, it may be a federal or state littering violation.

It is a federal offense to destroy mail other than your own, until it is delivered to the proper addressee it is in the custody of the federal government

Technically, only if the mail is NOT your own. Destroying others' mail is illegal.
