Good question and I did rated it so.
My friend it all depends on how you define heaven. If you would have continued that verse to Verse 1:8, in my view you could have seen God's answer to your question. In verse God did define the work Heaven as the firmament. He likewise explained that the firmament was the divider between the waters above and the waters below. There is no mention of waters being in the firmament itself. And yes it is not likewise said that there is no water or waters in the firmament.
I do find that many questions are ask using many words that do have many possible definitions. I also see that most who do ask do not fully explain the meaning of the word they do want applied in their question. Thus a good answer is too many time just guess work in trying to see the mind set of the one asking.
Maybe if you tell me your definition of Heaven and your definition and understanding of water, I could give you a better view of MY opinion. I will do that only if you will accept it is my opinion and I expect you to form your own and not to just accept mine. I want you to be free to do your own thinking and to be responsible to your own God OK

The term "waters' is symbolic of the forces at work in
Creation. Jesus said, "If you drink from this water, (earthly),
you will thirst again. But I will give you LIVING water."
The waters are magnetic forces. And just like a river can
have a current that flows one way at the surface, and the
opposite way from an undercurrent. These spiritual/mangetic
forces are constantly flowing back and forth throughout
Creation.

That is an interesting question. It is also a question that no one can answer because no one has dies, gone to Heaven, and been resurrected other than our Lord and Savior. However, if I were to guess, I recall the Bible saying something about golden mansions and golden streets. If that is the case, what a beautiful place it will be for all of those who are saved!
