children of God,adopted spiritual sons of God are spoken of right before this,vs 21 is referring to all those who have the hope of living forever in the righteous new earth and yes we have the hope to be raised to perfection by our beloved King Jesus Christ

Yahweh and Jehovah are the accepted names of God for both Christians and Jews. If you read this in the Old Testament, the children of God would be the twelve tribes if Israel but since you are reading "the children of God" in Paul's hand, he is talking about all those who accept Jesus as their Savior or in the parlence of your question "overcome the carnal minds."

Some suggest that Paul is the Apostle to the Gentiles. Paul explained to the leaders of the church in Jerusalem his calling and his intention and was accepted by the leadership as the authorized agent of Christ to call the gentiles to Christ while Peter, the leading disciple of Jesus, was to spearhead the missionary effort to convert Jews to the new faith (Galatians 2:1-10). Hence the leadership of the Christian Church (and before the formation of the two congregations of Jews and gentiles) officially recognized Paul as called by Jesus to go to the gentiles and to interprete Christ to them and to call them to the Way.

Romans 8:18-24 (NIV) reads
" 18I consider that our present sufferings are not worth comparing with the glory that will be revealed in us. 19The creation waits in eager expectation for the sons of God to be revealed. 20For the creation was subjected to frustration, not by its own choice, but by the will of the one who subjected it, in hope 21that[i] the creation itself will be liberated from its bondage to decay and brought into the glorious freedom of the children of God.
22We know that the whole creation has been groaning as in the pains of childbirth right up to the present time. 23Not only so, but we ourselves, who have the firstfruits of the Spirit, groan inwardly as we wait eagerly for our adoption as sons, the redemption of our bodies. 24For in this hope we were saved. But hope that is seen is no hope at all. Who hopes for what he already has? 25But if we hope for what we do not yet have, we wait for it patiently. "

According to some, they are angels, and if you follow that, the interpretation might be somewhere along the lines of the apocalypse. Another interpretation would be simply good people, without greed, pride, or any of the other seven deadly sins, just good people, who lead and straighten out us all.

Those are the believers of the Son of God Jesus Christ. They will become like Jesus by adoption, and will inherit with Him every thing.

"sons of God" as referenced in Romans 8 refers to ALL people, men, women, boys, and girls who have placed their faith in Jesus Christ as their personal Savior.
"Yet to all who received him(Jesus), to those who believed in his name, he gave the right to become children of God" (John 1:12)
